Iran in 1404 perspective: A dominant country relying on knowledge-based economy, based on information and communication technology, equipped with advanced knowledge, capable of science and technology production, and relying on superior contribution of human resources and social capital in national production.
One of the most significant pivotal components of knowledge-based economy, is the knowledge and skills of people in providing the professional requirements of the society; in this regard, development and quality augmentation of academic environments based on modern technologies is a vital task.
Mehralborz Institute of Higher Education (MIHE) was established in 2003 for graduate studies, with the aim of training professional and high quality human resources, and enhancing education and research based on information and communication technology; it delivered its educational services in state-of-the-art e-learning methods for Master of Science programs. The institute’s educational programs are based on the localized international standards and the experiences of pioneer accredited electronic universities of the world, which have been put into effect regarding the capacities, capabilities, and needs of the country.
The distinct difference between an e-learning university and a classic university, lies in quality, capability, and diversity of educational services, availability, and economical and easy learning process. In fact, an electronic university not only is capable of thorough representation of various courses, with full detail and sufficient quality for a large number of its audience, but also can ensure the favorable complete cycle of learning by the virtue of being accessible, always and everywhere. As available statistics indicate, today about 70 percent of the new-emerging jobs worldwide are related to information and communication technology to some degree; it is fair to state that nowadays, a science or specialty on which information technology has no impacts could hardly be found.
On this ground, focused on qualitative representation of this modern pattern, and taking advantage of highest scientific capacity and capability, MIHE is trying to fulfill a considerable portion of the need to pervasive higher education, specifically, in graduate degrees. Keeping pace with this galloping and simultaneous growth of this technology and the penchant for pursuing higher education in the country, MIHE intends to train professional human resources for Iran’s future knowledge-based society. The central role of information technology in the university provides the opportunity for the graduates to either create more new jobs, or fill the need of the society for competent and professionally educated people.
Ensuing two years of study and research, with the endeavors of a group of experienced managers and expert professors of management and information technology in the country, MIHE was established in 1383; after receiving its certain approval from the council of higher education development, Ministry of Science, Research, and Technology.
The statute of the university was approved in the meeting of the council of development, on 2006/04/08 ; MIHE commenced its academic activities as the first non-governmental electronic higher education institute of I.R.Iran, after completion and consolidation of the pillars, specifically, activation of the board of trustees with the honor of the presence of minister of science, research, and technology’s respected representative; along with the codification of the 5-year strategic plan.
The main focus of the university’s academic programs in the first five-year plan, was to establish 5 M.Sc. management programs. Information Technology Management and MBA were first started. Gradually, by providing the required educational and technical infrastructures, other majors of management were annually added to the active programs of MIHE.
In the institute’s second five-year strategic plan, by the virtues of capability increase, creation of new capacities, drawing on the cachet of previous years experiences, Engineering majors were also added to the programs. Now, programs are offered to the students in 15 majors and specialties, in the fields of Information Technology, Management, and Engineering.

The department of Management, with the faculties of MBA, Industrial Management, and Finance, Banking, and Business Management
The department of Engineering, with the faculties of Industrial Engineering, Project Management and Construction, and Environmental Engineering
E-learning is still in embryonic form in Iran, and consequently, with respect to the available infrastructures, precise observance of the favorable international standards might be an arduous and costly task. However, all of the involved people, from the founders to the experts and staff, try their bests to offer the highest quality, and provide sufficient educational and technical facilities.
